Just in case I need to point this out for the situation with this guy, offering a settlement for previous violations to my rights does not imply accepting new violations to happen again even if it is seen with certainty that the same settlement would have been accepted had those present violations also happened in the past. In other words, accepting that someone compensate you because, for example, he had pushed you down thousands of times is still very different form the question of accepting to allow him to push you down just one time more and even if it is certain that same compensation would have been accepted for much bigger number of those past pushing down actions. Accepting a compensation settlement for past violations on one's self is not the same as selling one's self.
Also, I do not accept the excuse that it is for my sake that the executive branch does not take action against this guy's violations to my rights because it could mess a positive potential for me with the court. That is not the business or responsibility of those in the executive branch and I could very gladly use the addition empowerment of that positive potential itself later if realized to go after those who do this.
